In the story Frayno is a hunter who is hunting the young girl Lashia.  In the VayneLine universe most weapons use magnetic technology which makes them tremendously powerful.  Frayno has a custom sniper rifle that is a little like special ops Sweep Rifles which can propell projectiles through entire buildings and hit targets very far away.

Frayno only needs a clear shot at her, and he will take her down but she has been elusive.
